Financing and promoting rural and village development

Funding in rural and village development supports the creation of equal living, living and working conditions in rural Bavaria.

Rural development - an aid to self-help with a high investment character

The direct investment volume for rural and village development amounts to a constant level of around 3.7 billion euros. Around 130 million euros in funding are invested in projects over several years. From a labor market and economic perspective, however, a far higher total investment volume must be assumed. As a scientific study has shown, the funds used trigger further indirect investments up to seven times the amount.

Financing the projects

The rural and village development projects are generally financed by grants from the European Union, the Federal Government and the Free State of Bavaria as well as third-party cost sharing and personal contributions.

Promotion of the projects

For village and rural development projects, funding approved by the responsible office for rural development is required, in which funding is also specified in accordance with the applicable guidelines. There are no general funding rates. They depend on the type of project and the measures, include local requirements and can be limited by a maximum amount for individual measures.

The funding of small infrastructure projects in villages or for connecting, field and forest paths, which are the sole responsibility of the municipality in terms of planning and execution, takes place in accordance with the EU EAFRD program 2014-2020.

Evidence of the use of the funds must always be kept, which is the basis for the disbursement of the funds.

What in detail and how much it can be funded is regulated in the village renewal guidelines (DorfR) and financing guidelines for rural development (FinR-LE).
  • Village renewals are funded with an average of 50% across Bavaria. The subsidy rates granted depend on the financial strength of the municipalities and can be between 25 and 70%. In cases of hardship for demographically particularly disadvantaged districts and municipalities, the funding can be increased by up to 15 percentage points (to a maximum of 80%).
  • Land consolidation is subsidized with an average of 70% and rural road and path construction with an average of 50%.
  • When implementing an integrated rural development concept, measures in land consolidation and village renewal can be funded up to 10 percentage points higher.

Can be funded

  • Projects that serve internal development, improve traffic conditions or design open spaces and squares,
  • Projects that create or improve public facilities for community life as well as preserve the building fabric that defines the townscape,
  • Projects that serve to implement core route network concepts, close gaps in the cycle and hiking route network or open up individual farms or hamlets.
Projects can have a total volume of up to 1.5 million euros net. The uniform funding rate for this is 60%.
