Municipal health conference in the Ortenau district is picking up speed

One year after it was founded, the first district-wide steps for health policy issues were initiated

The municipal health conference Ortenaukreis (KGK) met yesterday, Wednesday, April 10, 2019, for its second plenary meeting in the district office of Ortenaukreis in Offenburg. The KGK, which is made up of various health policy interest groups from the entire district, was launched in April last year and sees itself as a coordination, advisory and networking body. It develops goals and recommendations for action for regional health promotion and prevention, medical care and nursing.

"I am pleased that, after intensive work by our working groups and our office, we can already present the first results," said Reinhard Kirr, head of the health department in the Ortenaukreis district office. "In the past few months, we have taken important steps and given impetus to ensure outpatient medical care in the Ortenau district in the future and to be able to attract the necessary young people in medicine and nursing as well as to promote the health literacy of the population in the best possible way", said Kirr.

In connection with the district council resolution of July 24, 2018, the municipal health conference is developing recommendations for action on local cross-sector health care and on re-use concepts for the clinic locations that are to be abandoned. “In order to be able to define these recommendations for action, we are currently carrying out a comprehensive inventory and needs analysis. We have already asked the communities, citizens and general practitioners, selected specialist groups and psychotherapists about health care in the Ortenau district, ”explains Evelyn Bressau, doctor in the health department and head of the working group“ Ensuring outpatient medical care in the Ortenau district (cross-sector care) ”. The surveys show that general and specialist care, emergency care and the accessibility of the facilities are major challenges in view of the upcoming changes in the hospital landscape. One possible solution is what is known as cross-sector care, i.e. the dovetailing of the outpatient and inpatient areas and the integration of a wide variety of new job profiles in the healthcare sector. In a further step, the needs and views of the Ortenau residents are to be analyzed in the context of six public discussions throughout the Ortenau district from June this year.

As a central result of the working group “Recruiting young people in medicine and nursing”, the KGK presented the establishment of a neutral coordination office for the implementation of the new nursing law in the Ortenau district. “It is a good signal that the district council has approved this position on the recommendation of the working group of the institution. The aim is to support communication, cooperation and collaboration between all those involved in nursing training in order to maintain, if not even increase, all training places in the nursing field, ”says Reinhard Kirr.

A symposium on the subject of “health literacy” in November 2019 was brought into being by the working group “promoting health literacy among the population”. “Every second person in Germany has limited health literacy and thus has problems finding, understanding, assessing and using health information. Certain groups of people such as B. People with chronic illnesses, with a migration background or people of old age are particularly affected, ”says Ullrich Böttinger, head of the working group and head of the social and psychological services in the district office. “That is why these particularly stressed target groups are the focus of this conference. Everyone who is interested has the opportunity to find out what health literacy is and how it can be promoted, ”Böttinger added.

Background information: public participation
Starting in June, the Ortenau residents will have the opportunity to participate in six public discussions on various topics of health care in the district, to ask questions, to discuss suggestions and to convey their views to the KGK. The results of this needs and status analysis are then discussed in the working group in order to develop recommendations for the political bodies of the district. The KGK is supported by the Baden-Württemberg Ministry for Social Affairs and Integration.
